Welcome back to the Afternoon Bulletin. Ukrainian President Zelensky arrived in Ankara today for high-stakes ceasefire talks with one goal in mind, a direct meeting with Vladimir Putin. But the Russian President's decision to no-show cast doubt on Moscow's interest in peace, just in case you needed more reasons to cast doubt on their interest in peace.
