Well, a second phase would see the deployment of a European coalition of ground troops to Ukraine to serve as a deterrence against future Russian aggression. Now, it's worth noting that the Putin regime has repeatedly stated that they will not agree to any form of a EU peacekeeping mission being deployed inside Ukraine.
At this time, only France and Britain have committed to sending troops to Ukraine in the event of a ceasefire, though they want the support of the US to serve as what they call a backstop against Moscow.
After the meeting on Sunday, the French foreign minister said, "...such a truce on air, sea and energy infrastructure would allow us to determine whether Russian President Vladimir Putin is acting in good faith when he commits to a truce." He added, "...and that's when real peace negotiations could start."
Despite the lofty goal, there have been no public endorsements of Macron's initial proposal from other European allies. Zelensky, for his part, said Sunday that he was aware of the French proposal and reiterated that any ceasefire must come with explicit security guarantees from the West to ensure that the Putin regime does not try to attack Ukraine again at some point in the future.
