You are off to quite a start. Great to see you. And thanks for joining the show.
Thanks for having me, Charlie. It's good to see you, too.
So, Caroline, so much to go through here. The first question I have is kind of how are you settling in to this job? I mean, you are 27, the youngest press secretary in history. Our audience is asking this question saying, how did you get so equipped and so prepared for this? Just more of a personal question.
How are you settling into this, having to go into that pit of vipers on almost a daily basis? How are you hanging in there?
Well, sure. Thanks for asking that, Charlie. And it's such an honor to be working on behalf of President Trump in this entire administration. The president has put together such a phenomenal team of fighters, of great communicators who we are all working so hard on his behalf every day to implement his agenda. This job is a lot of fun. I enjoy speaking truth and common sense daily.
to the press corps here at the White House. And it makes it easy when you have a boss who also is the best communicator that we have and talks directly to the media every single day and answers questions from them as well. So it's a great team that we have here. We are at a very fast pace. Breakneck speed is what many in the mainstream media are calling it. And that is true.
The president is working 24-7 and we all are too. And you see the results of that in just a few short weeks.
I am so glad that there has been a prohibition on the phrase circle back. I have not heard that from you that you're not going to say I'll circle back with you on that. And yet I see no binder. How do you prep for this, Caroline? I mean, it's it's a remarkable amount of information that you have to retain. What does prep look like?
Yes. I decided not to bring a binder into the briefing room. I felt it was better to just obtain the knowledge firsthand and have it in my brain ready to go for briefing days. And I rely on our phenomenal team in the White House to help me prepare our friends at the National Security Council, the National Economic Council.
You know, I get in very early, especially on briefing days and every day, consume the news of the day, what we believe I will be asked depending on the news cycle and what the cable networks are talking about. And then I lean on the experts in the building.
And they're so gracious with their time to come to my office and help me understand the issues of the day and how the administration is responding to them. And then, of course, I talk to the president daily as well. I'm with him a lot of time throughout the day. So I really have a good understanding of what he's thinking and how he's feeling. And he's the best boss. He gives it to you straight.
And he's a very direct communicator himself. And again, he is out there being the most accessible president in history, taking questions from the press almost daily. And so I think everybody understands where this president stands on the problems that our country is facing. And they understand what this administration is doing to solve them.
So it's a lot of information to absorb because there's a lot of news coming out of this White House every day. But it's all good news because the president is delivering on his priorities. So it's very exciting for me to go out there and share them and speak on behalf of the president of the United States.
So let's talk about USAID. You went through some of the elements in regards to USAID. The media is losing their mind on all of this. What is the president's plan moving forward if potentially a judge enjoins this? What is the current battle plan, if you will, regarding USAID and, as the president would say, the house full of lunatics that are funding the worst projects imaginable?
Yes. Unfortunately, USAID has become a federal government agency funded by the taxpayers, but run by, as the president said, radical left lunatics who have been spending money on needless, insane priorities overseas that do nothing to advance America's interests abroad. And so this administration has streamlined USAID into the Department of State and And we have a freeze on foreign aid.
The president issued that with an executive order. And so now Secretary Rubio is overseeing USAID. And his team at the State Department is going line by line to – oversee and review some of the wasteful spending, the fraud and the abuse throughout the entire State Department.
But particularly at USAID, the State Department and our Doge team here at the White House have found just egregious violations of the American tax people's money. You had millions of dollars going out the door for LGBTQ programs in foreign countries. That does nothing, again, to advance our national security interests here at home, nothing to advance humanitarian causes abroad.
So this administration is going to run the federal business, the federal government, like a business. And business owners across the country have to go line by line, money in, money out, examining their priorities. And that's exactly what this administration is doing. And it's wildly popular with the American people, Charlie.
56% of Americans, according to a new Reuters poll, support the president's freeze on foreign aid. And so the Democrats who are hooting and hollering all over Washington, D.C. about this are just proving they learned nothing in the last election. They continue to be incredibly out of touch with where the American people are on these very important issues. And the president is not fazed by the.
outrage by the left, which is, again, incredibly misplaced. Where was the outrage by Democrats for North Carolinians and people in California who lost everything because of natural disasters and received nothing in return from the previous administration? This president, this administration are focused on putting the American people first.
And if Democrats don't understand that, I guess they should buckle up to continue to lose elections in the future.
No doubt. So, Caroline, help me understand and the audience understand fact from fiction. We have Elon Musk's team of geniuses. The media is making it seem as if right now his team of geniuses are accessing your private bank information and that are leaking it to unknown sources. These articles are happening on nearly an hourly basis.
I think that they're flirting with potentially slandering these young people. These young geniuses, the way they did with Nicholas Sandman. Can you help separate fact from fiction of the scope of work of Doge and the important precision that they're operating, of course, under the president's direction?
Absolutely, Charlie, and I'm so glad that you asked that question because there is so much misinformation flying around about Doge and Elon Musk's team that are working on behalf and at the direction of President Donald Trump. Let me just start by saying that Doge was a promise that President Trump campaigned on.
He campaigned alongside Elon Musk and was very vocal about the fact that he would be appointing Elon or tasking Elon with this very important role of putting together the Department of Government Efficiency. And Elon has brought in highly skilled individuals who are very proficient in technology, I may add, to review, again, the transactions and the payments of the federal government.
These individuals have read only access and at the direction of the secretaries of these departments, they are curbing back wasteful spending on useless priorities like DEI, for instance. It's at the president's direction that we no longer fund DEI programs here in the United States. or anywhere on the planet.
And so Doge has identified millions and millions of dollars in DEI programs all over the world that don't align with the president's priorities. And so Doge is focused on, again, making the government more efficient and more aligned with the president's policies that he campaigned on and received an overwhelming mandate to implement.
That is amazing to hear. And again, they're going after these young geniuses kind of like yourself. They really don't like the fact that there's this youthful energy that is in D.C. fulfilling the mandate that American voters gave them. There's also a lot of questions. And I know there's been a lot of back and forth here about the president's plans in Gaza.
I know you mentioned this yesterday with your PowerPoint presentation. Can you also clarify that? Because the media, the front page of The New York Times, you know, our favorite newspaper, is making it seem as if this is another foreign war. Proposal is rattling the Middle East. Look, the president is the greatest dealmaker probably in American history. And in him we trust.
What is your message to, again, separate media lies versus truth in regards to his announcement on Gaza?
The president, actually, I think Prime Minister Netanyahu said it best the other night when he was speaking alongside the president here at the White House. And he said that when President Trump announces a new bold idea, jaws drop and then people actually think about it. and they scratch their heads and they say he is right.
And that's exactly what is happening in Washington right now with this new proposal by the president to bring economic stability and opportunity to a region that has been plagued by terrorism and war for decades. And insanity is doing the same thing over and over again and expecting different results. And this president is proposing a new, and yes, it's very bold and it is outside of the box,
vision and plan and solution for peace-loving people in the region that nobody else has thought of or brought to the table. But just like when the media elite and the bureaucrats in Washington laughed at the president for announcing his idea of the Abraham Accords, they mocked him and said that Arab nations would have never negotiated peace with the Israelis.
That turned out to be a very successful plan that is still in effect today, even through all of the troubles of the last administration in the region. And so I think that the president should be taken very seriously.
And he expects our partners in the region to get on board with this plan and to accept Palestinian refugees as the United States takes over Gaza for rebuilding, for the betterment of everybody in the region.
And just to make sure everyone is clear, the president tweeted quite early, might I add, I'm sorry, truth socialed, quote, no soldiers by the U.S. would be needed. Stability for the region would reign. This would not require U.S. troops on the ground in Gaza.
Is that correct? That's right. That's correct, Charlie. A very important point. The president, he takes it incredibly seriously, his responsibility as commander in chief. And he has been very clear for decades about not wanting to send American troops abroad. That is no different.
This is an economic development plan that he expects our partners in the region to continue on the ground, especially our Israeli partners. I mean, the president has made that commitment, no boots on the ground.

Right now, it is the Democrats, you could say, Battle of the Alamo, or this is one for Blake, the Battle of Balaclava. It's kind of a futile last stand right now. You could say it's Custer's last stand, but I think the Battle of Balaclava is one that gets Blake's attention. It's a big deal what's about to happen in front of the U.S. Senate, and they know it.
They've been up all night trying to filibuster this thing. They're going to lose. The Office of Management and Budget, if properly wielded, can dominate the policy agenda by controlling federal spending, enforcing all presidential priorities, and wielding significant influence over the president's agenda. And there is no person better prepared to do this then Russ Vogt.
Russ Vogt has been on the program many times. He's a true patriot, and Democrats know that if he becomes OMB director, that is the central nervous system that is the hub of the entire federal government. With us now is Sean Davis from The Federalist. Sean, go deeper for our audience and explain the significance of the Office of Management and Budget.
Yeah, OMB is huge. It generally kind of gets thrown on the back burner among political types because anytime you have like math and numbers being thrown around, the journos can't handle it anymore. So they go back and they try to find a horse race story or something dumb to cover. But OMB is the central hub for basically all spending activities within the federal government.
It's what puts together the federal budget every year. It manages whether a whole host of disbursements can be allowed or not. It coordinates with all the various federal agencies. And when you're looking at, for example, discretionary spending, which is the spending that gets appropriated every year by Congress, it's not Social Security or Medicare.
that's stuff that OMB kind of directs and controls. And, you know, given his experience, his background, he previously had this job in the first Trump administration. I don't think there's a better person on earth than Russ Vogt to do it. I've known him for, gosh, 20 or 25 years.
And I think one reason Democrats hate him so much is they know he's smarter than they are, and they know that the guy is just – He's so moral. He's so ethical. There's nothing they can do to make him look bad or make him look dishonest because he's just a good, forthright, moral dude.
And it drives them nuts that they can't run the ops and smears against him that they try to run against everyone else.
So let's go into detail. What exactly can OMB do to say, NPR, you're not getting your money anymore? Planned Parenthood, we're going to look at your money and your your payments. We're not going to do the USAID thing. In some ways, the USAID fight would have been even more potent if we had Russ vote at OMB. Is that fair to say?
I think basically every fight is more potent when you have your permanent cabinet people in there. You're just able to do more things with a full Senate confirmed director than you can do with an acting director, as good as that person might be.
And it's actually why it's so important to get Russ in there is that Trump needs to have someone who he's picked, who he knows, who he's worked with and who he knows he can trust. to do all this. And when it comes to controlling spending, you know, there's going to be fights between OMB and Congress, like knock down, drag out fights about constitutional prerogatives.
Because over the years, you know, Congress has given up tons and tons and tons and tons of power to OMB because they don't actually want to be held accountable for the spending. They want to be able to do their press release and do the ribbon cutting and then be able to blame the administration for this or that getting spent.
And and what's happened is because of decades, if not longer of them just handing over their power, OMB has a whole lot of power right now, not just to to audit spending, but to direct and even impound it, which is really important.
And that is exactly right. I want to dive into that. The Impoundment Act. This is the biggest constitutional question in front of us. Explain to our audience what the idea of the impoundment act is.
Yeah, so it was the Impoundment Control Act. I don't remember the exact year that it was passed. I'm going to say it was probably the mid-70s. I have 1974 in my head for whatever reason. And what it did was it constrained the ability of the executive to stop the flow of funding, notwithstanding congressional appropriation. And for...
probably 200 years, 150 to 200 years, it was just accepted that when Congress appropriated money, that was meant to be a ceiling. It was not meant to be a floor. That if Congress says, I want you to spend up to a billion dollars on this thing, that was giving the administration the flexibility to spend that amount.
that it was not really until this Impoundment Control Act was enacted that people decided that appropriations were actually statutory floors, that the executive had no choice, no flexibility to execute on these for anything less than whatever the bare minimum was that was appropriated. And it's actually a big constitutional fight.
You're going to have people who believe more in executive authority saying, Hey, the president had this power for 200 years, and it wasn't until this unconstitutional law was passed in the wake of Watergate that they decided suddenly the executive couldn't do that anymore.
And I think impoundment is really going to become the big battle over the next four years in the Trump administration because we have a debt that's almost $40 trillion. We're almost hitting the debt limit. Congress has shown no interest in anything even remotely resembling impoundment. spending restraint.
And so I think this impoundment stuff is going to end up being the big constitutional fight, at least on the spending front, that we're going to see for the next couple of years.
I completely agree. Let's play some of this reaction here just generally from the Democrats. This is Rachel Maddow. This is the late night fight. Let's play cut 109.
As Senator Blumenthal's office told us just this hour, Democrats know they can't unilaterally stop Trump's nominees from getting confirmed in the Senate. But they do plan to make Republicans work as hard as possible for it. They can make Republicans use up as much valuable floor time as possible on each and every nominee. And that's what they plan to do.
Slow the whole thing down as much as they are capable of.
Is this working, Sean? And it seems as if we're actually already ahead of pace from 2017. Your thoughts.
No, it's not working for them at all. And I was actually laughing last night. I was following Adam Schiff, which can be hazardous for your health. So I wouldn't recommend it to everyone. But I was following him on X and he was talking about what he was doing yesterday is we're doing the filibuster and we're going to block this. And it was funny to me because they're not filibustering.
cloture, which is when debate ends on on Russ votes nomination, was invoked earlier this week by a six vote margin. And what happens in in the Senate with that procedure is once you invoke cloture, there's 30 hours of what's called post cloture debate that allows people to have their final say before you get to a vote on final confirmation or passage. that's all locked in.
I mean, the schedule is locked. Russ is getting a vote tonight at, I think, 7 p.m. Eastern. There's not a single thing any Democrat or any senator can do about it. And so I found it really funny to see this kind of impotent chest-thumping from Schiff and Democrats and Rachel Maddow. They know they have no power to stop anything because the 2024 election was a disaster for them.
And so now they're just trying to save face and try to prove to their dwindling numbers of voters that they're still in the fight and they still matter. And the truth of the matter is they don't.

No more are we going to be monitoring faithful Catholics that go to Latin Mass. No more are we going to be raiding the homes of pro-life warriors that are praying legally on sidewalks for an end to abortion. We're not going to put up with that. President Trump is saying no more are we going to close churches and keep strip clubs open. Let's play cut 151.

And if you are a gang member like Tren de Aragua, oh, the hunt is on. You might have evaded capture here or there, but the government has your name, your details, your background, and you might end up in an El Salvadorian prison sometime very soon. Somebody in the federal government is going to go to jail for a long time for this. And by the way, this is only just one little chapter.
You have four years, and maybe if JD wins, we have eight years. We have 12 years to find every single one of these rascals. So yes, this is irritating, but we'll find you. We'll arrest you. And maybe we'll send you down back to Venezuela. Or maybe Gitmo. Somebody in the federal government leaked a confidential plan to raid one of the apartment buildings that Tren de Aragua was controlling.
This was part of Operation Liberation, the liberation campaign in Aurora, Colorado, to get immigration's custom and enforcement to be able to go door by door. Now, ironically, the apartment is now liberated. It's empty. But listen to this. This should just irritate you beyond measure. This is almost treason.
Somebody in the federal government, they're going to find out who it is, and they're going to go to jail for 10 or 15 years for leaking confidential plans to try to help out Tren de Aragua. This is not helping out little grandmothers praying the rosary in El Paso, Texas. This is not helping out eight-year-olds in a preschool.
No, no, this is helping out the worst stone-cold killers, the rapists, the thugs, We're going to find out who leaked it, and you're going to have the full wrath of Tom Homan coming after you. Play cut 168.
I have so many questions. First of all, if they're shouting and helping these people get away with bullhorns, how is that legal to get help from the people in the streets? I know they can protest, but that's not what they're doing.
You're exactly right. When they come to the, they cross the line of impediment, and that's why I'm working very close, starting this morning with Department of Justice, and where do they cross that line of impediment? So they may find themselves in a pair of handcuffs very soon. So working with DOJ on that, get some legal guidance on that. I'm not an attorney. I know what SecOps is about.
I know what crossing that line is, but getting DOJ back up on that. So it's something we're looking at right now, Harris. We're not going to tolerate it anymore. This is not a game. When we show up at these sites, this is a dangerous job for the men and women of ICE and Border Patrol and all the DOJ agencies. To have that type of interference puts our officers at great risk.
Not only the officers, it puts the aliens at great risk because anything can happen when we take our eyes off the goal here. So we're addressing that immediately today. I'm addressing OPSEC today, Operation Security, how these leaks are happening. We've already identified how this operation got leaked. I'll deal with that today.
Oh, he's ticked and he should be. Understand here, there are NGOs that probably USAID was funding that are helping illegal gang members avoid persecution. These people must be very careful.
Phil Murphy, by the way, just so you know the power of this program. Did you see the latest out of the governor of New Jersey? Governor of New Jersey was a real smart aleck over the weekend. Remember? Oh, I have an illegal over my garage. Oh, he has walked that back like you wouldn't believe. Oh, no, no. Actually, she never lived there and she's perfectly legal and nothing to look at here.
Oh, tough guy. I thought you were the Mr. New Jersey mayor. I thought you were Tony Soprano. I thought, come on, come after me. I got the guy up in the garage. What are you going to do, arrest me? Yes, we will. We'll raid your home and put you in Gitmo. Oh, not so tough anymore, Phil Murphy. He walks it back. Oh, I don't have any illegal, and I was exaggerating. I was embellishing.
Politico.com writes that even New Jersey Democrats cringe at Phil Murphy saying that he's harboring illegals. This is a 5% issue, and if you are going to harbor, aid, assist... Transnational gangs, you very well might be in prison too. We have a lot of prison space to fill because you know why? We're emptying our prisons and sending these hombres back to country of origin.
Every day we got the worst of the worst and they're going back. Boom, plane goes up, going to India. Boom, it's going to Gitmo. Boom, it's going back to El Salvador. And if you're really bad, you get to be welcomed by Bukele in El Salvador where you get 30 minutes outside of your prison cell. We're going to get to five X deportations. We're going to get there. Congress is going to act.
ICE is going to be increased. Border Patrol is going to increase. This is all just kind of little growing pains right now. These little NGOs are talking a good game. Oh, you know, here's how you can evade capture. We will find you. We will arrest you. The law is on our side. So this doesn't bother me at all. And yes, of course, someone internally leaked it. We'll find that person.
They want to be like the Edward Snowden of the ICE community. How does 50 years in prison sound? Pam Bonney will find you and prosecute you quickly and accelerate it through. Insubordination will not be tolerated. The American people wanted the largest deportation effort in American history. We have laws again, and they will be enforced. You have been warned.
