Chapter 2: Why did a federal judge block Trump's refugee program suspension?

Live from NPR News in Washington, I'm Jack Spear. A federal judge in Seattle is blocking President Trump's efforts to suspend the U.S. refugee program. As NPR's Sergio Martinez-Boltron reports, Trump indefinitely paused the refugee admissions on his first day in office.

In his ruling, U.S. District Judge Jamal Whitehead said Trump has discretion to suspend refugee admissions, but, quote, that authority is not limitless. The lawsuit was filed by the International Refugee Assistance Project on behalf of major aid groups who say their ability to provide services to refugees was hampered by the suspension of the U.S. admissions program.
