Putin is using the conspiracy of psychological warfare to justify his action in Ukraine. T bomb civilian areas, hospitals, and non-military targets are war crimes. To not even allow the dead to be buried is psychological warfare. Bad enough they were killed even worst to keep dead bodies in homes to fear that one might be killed trying to bury their loved ones is unspeakable.
