And that played a very useful role in the Cold War, in the 1980s, in toppling foreign governments that had autocratic features and were left-wing, communist, socialist in nature. and helped open up them to capitalism and to Western liberalism and all the rest. And I can't for the life of me, other than donor pressure or a need to appease Congress in order to get other parts of the bill passed, understand why this administration would continue to fund that.
