even though it was blocked by a federal judge, another federal judge in Rhode Island after Trump purported to rescind the OMB memo. But then his press secretary said, no, we were just rescinding the memo, not the freeze. So Caroline Levitt, 27-year-old Trump press secretary, had to say the judge was like, so you mean you're not rescinding it?
