You have to stop accepting poor performance and poor behavior instantly. I would highly recommend you having an all hands meeting where you lay down what's going to happen and what's not going to happen and you have to mean it. And when people violate it, you have to fire them or remove them. Writing up one of these people isn't going to you know, change the situation.
