And that's what they did, often just downloading copies of things that had public links to it. Was it supposed to be public? No. But was it? Yes. So the term I think that best describes this is exfiltration. They exfiltrated files that were not meant for public consumption, but weren't very well protected. To me, this has the right ring to it.
