Ryan was planning on giving classified information to enemy forces, information that severely jeopardizes the safety of U.S. soldiers once they're in Iraq. He was clearly wanting to cause harm and chaos. He even went so far as to express how he'd hurt anyone who would try to stop him or capture him.
